VIVAnews - Presiden Susilo Bambang Yudhoyono geram mendengar bisik-bisik ada motif jahat di balik penerbitan Peraturan Pemerintah Pengganti Undang-Undang (Perppu) tentang Mahkamah Konstitusi.

"Kabar yang saya dengar itu saya yakin tidak benar dan tidak terjadi," kata SBY di Jakarta, Rabu 18 Desember 2013.

SBY mengaku mendengar ada tokoh politik yang berpendapat bahwa penerbitan Perppu itu dikaitkan dengan sesuatu yang ditangani Mahkamah Konstitusi pada Pemilihan Umum 2014.

"Konon katanya Perppu tentang MK dikaitkan dengan sesuatu dengan yang ditangani MK, menyangkut pemilu presiden, menyangkut threshold. Saya mendengar bisik-bisik politik," kata SBY. "Perppu dan putusan MK terhadap juducial review tentang UU Pilpres itu hal lain."

Ketua Umum Partai Demokrat itu menegaskan, penerbitan Perpu merupakan hak konstitusionalnya sebagai presiden. Selanjutnya, menjadi hak konstitusional DPR apakah setuju atau tidak dengan Perppu yang diterbitkan itu.

SBY lantas menjelaskan mengapa Perppu MK itu diterbitkan. Dia mengulas terjadi gelombang ketidakpercayaan publik yang besar terhadap MK pasca ditangkapnya mantan Ketua MK Akil Mochtar oleh KPK karena disangka menerima suap. Dia menyoroti terjadinya kisruh di ruang sidang usai pembacaan putusan hasil sengketa pilkada dan gelombang desakan agar putusan MK yang ditangani Akil ditinjau kembali sebagai contoh.

"Kita semua tidak boleh emosional dalam mengambil tindakan dan tetap rasional."

Nasib Perppu MK akan diputus sebelum 20 Desember 2013, apakah disetujui atau ditolak. Badan Musyawarah DPR telah menugaskan Komisi III Bidang Hukum DPR untuk membahas Perppu tersebut.

"Posisi DPR soal Perppu MK itu tinggal mengangguk atau menggeleng. Artinya, menyetujui atau menolak," kata Wakil Ketua DPR Priyo Budi Santoso.

Semalam, Anggota Sekretariat Gabungan (Setgab) dari koalisi partai pemerintah berkumpul di rumah dinas Menteri Kooperasi dan UKM, Syarif Hasan.

Pertemuan yang digelar di jalan Widya Chandra III No 15, Kebayoran Baru, Jakarta Selatan, juga turut dihadiri beberapa pejabat dan politisi yang tentunya dari partai koalisi. (eh)

VIVAnews - Berbagai survei menempatkan elektabilitas Gubernur DKI Jakarta Joko Widodo dalam pemilihan presiden 2014 jauh menggungguli Ketua Umum PDI Perjuangan Megawati Soekarnoputri.

Ketua DPP PDIP Maruarar Sirait, Minggu 22 Desember 2013, mengatakan kenyataan ini menjadi pilihan sulit bagi Megawati maupun Jokowi, sapaan Joko Widodo.

"Ini sama seperti bagaimana jika Fadli Zon (Waketum Gerindra) elektabilitasnya lebih tinggi dari Prabowo. Ini posisi yang sulit, karena di partai juga ada posisi politik," ujar Ara, sapaan Maruarar.

Menurutnya, baik Megawati maupun Jokowi sama-sama tahu tentang kondisi politik saat ini. Jokowi yang hanya seorang kader PDIP memiliki elektabilitas jauh lebih tinggi melampaui ketua umumnya.

"Tetapi mereka harmonis. Kalau tidak ada jiwa kenegarawanan, hubungan mereka pasti tidak harmonis," kata dia.

Meski elektabilitasnya sangat tinggi, tetapi Jokowi sendiri belum mendapatkan kepastian soal pencalonan di pilpres 2014. Baik dari internal PDIP maupun Megawati selaku ketua umum. Namun, Ara yakin, Jokowi pasti tetap loyal pada partai.

"Dia (Jokowi) punya ideologi dan loyalitas yang tinggi. Saya yakin Jokowi akan maju jadi capres jika dapat restu dari Mega dan PDIP. Kita lihat, banyak partai yang inginkan Jokowi, tetapi dia bilang, "saya adalah kader PDIP"," tuturnya.

Berdasarkan hasil survei teranyar yang dirilis Pol-Tracking Institute, Minggu 22 Desember 2013, tingkat keterpilihan Jokowi di kalangan pemilih PDIP mencapai 69,25 persen.

Sedangkan Megawati hanya 14,97 persen dan Puan Maharani, putri bungsu Megawati hanya 0,8 persen. Sementara, yang menjawab tidak tahu 13,37 persen.

Survei ini dilakukan pada 13 September-11 Oktober 2013, terhadap 2010 responden dengan usia minimal 17 tahun di seluruh provinsi di Indonesia. Survei dilakukan melalui wawancara tatap muka dengan metode multi stage random sampling, margin error mencapai 2,19 persen. (umi)

I was amazed to hear we'd won. To be at the top of not just a documentary list, but a film list is really special.

How will you celebrate?

You're announcing it on the day of our Christmas party at our production company. In Denmark the annual Christmas party is probably the most important cultural institution in the country. Everybody gets extremely drunk. Except for me: I always leave early and people think I'm not in the spirit.

Can we get you a drink at least?

I'm not a big drinker. Maybe I will try to partake in Akvavit [a 40% spirit flavoured with carroway or dill] and pickled herring. It doesn't sound good, right? At our production company the trademark dish – and this sounds particularly revolting – is curried pickled herring. So if people want to know the secret behind the editing of The Act of Killing – it was a daily helping of curried pickled herring on Danish rye bread.

Have you been surprised by the reaction to The Act of Killing?

In the UK it was really spectacular, but yes – overall I have. I really believe in the film and I was hoping that the reaction would be positive, butthe reaction has been overwhelming. I didn't expect that. In America – although the reaction there was great as well – the mainstream media is a little bit more conservative. I think it would be unimaginable for a documentary to at the top of a film list there.

What kind of reaction did you get in the States?

I think Americans are aware that they are involved in all sorts of violence around the world. They normally don't want to look at that. But because this is a film about the consequences of not looking at things, Americans were coming out of this film asking: "How were we involved?"

Was that part of your reason for making it? That you want people to question what their country does?

Absolutely. The film's been welcomed in Indonesia as an Indonesian film about Indonesia, not as a foreign film. But at the same time the film is also an American film – by an American – about America. And that was very much on my mind.

Some of the first death squad leaders I filmed were these old men who took me to this clearing on the Snake river, where they had helped kill 10,500 people. Busloads of prisoners from army concentration camps going there every night and them cutting off their heads. And they took me there and showed me gleefully how they went about it. They started posing for photos – snapshots – with the river behind them, giving the thumbs up and the V for victory and smiling That was in February 2004.

In April 2004, the Abu Ghraib photos appeared. I made this film in pace with this evolving nightmare in the US in which torture was being not just condoned, but celebrated. Celebrated defensively – just as the perpetrators celebrate genocide defensively in the Act of Killing because they know it's wrong but are insisting on its correctness.

I was so shocked and outraged – I don't know why, because I was well aware of America's role in torture across Latin America, and I knew of the Phoenix programme in Vietnam, where they were targeting and killing civilians. That was modelled after the killings in Indonesia. So I don't know why I was so shocked.

Do you worry – especially with the awards season coming up – that you're never going to be able to extricate yourself from this story? That you're always going to be Indonesian Death Squad Guy?

[laughs] I remember when the Guardian interviewed me in Sheffield you asked me what my nightmares were. You were the first paper to do that – to ask me what I dream. And so this kind of personal question, it's part of our dialogue.I guess overall it's a privilege to be this conduit. I'm now making a second film which I think complements the Act of Killing perfectly in terms of answering so many of the questions people come to the film with.

Tell us about the second film

The working title is The Look of Silence. It's kind of a poem about the silence born of terror that the survivors live under and the trauma that comes of breaking that silence. The film follows a family of survivors with whom I was working from the very beginning of my time in Indonesia. During the two years I was filming all the perpetrators I could find – before I met Anwar – I filmed men who killed the son in this family. Some of the people in the family wanted to see this footage. The youngest brother in this family was born after the killings, with the burden of being seen by his mother as a replacement for the dead older brother. And he decides that he is no longer content to live in silence. He decides to go and confront all of the men involved with his brother's death.

It's unimaginable for survivors to go and visit the perpetrators and confront them. There have been films where survivors meet perpetrators, but it's always in the context of some historical change, where the perpetrators have been removed from power, at least partially. Here the main character's visits are met with threats, with fear, with anger.

One of the things that has been interesting editing the film is seeing that whenever you make a film about survivors of atrocities you're walking in this minefield of cliches. Film-makers normally represent the survivors as saintly and good so that the viewer has a comfortable place with which to identify. I think that the cliches of human rights documentary largely serve to reassure the viewer and are dishonest and do nothing or a disservice to the survivors and the experience of being a survivor.

Obviously your relationship with the survivors doesn't end when these films end. Can you ever leave these documentaries behind?

I don't want to leave the films behind. I don't really want to leave anything in life behind. We have bad experiences, we have difficult experiences, but if you leave everything behind you have no past.

Still, finishing the Look of Silence will be me saying goodbye to Indonesia. I can't go back since releasing The Act of Killing. I shot the bulk of the second film knowing that. I get threats regularly on Facebook and email. I think I could get into Indonesia now, but I have reason to think I wouldn't get out again safely.

JAKARTA – Gubernur Banten Ratu Atut Chosiyah kemungkinan besar bakal tidak hadir memenuhi panggilan KPK untuk diperiksa sebagai tersangka kasus suap Pilkada Lebak, Banten. Jurus sakit bakal digunakan Atut untuk menghindari pemeriksaan penyidik. Pada bagian lain, calon yang diusung Atut dalam Pilkada Lebak akhirnya kalah di Mahkamah Konstitusi.

Aroma ketidakhadiran Atut dalam pemeriksaan pertama dengan status tersangka yang dijadwalkan hari ini terungkap dari pernyatan pengacara gubernur perempuan pertama di Indonesia itu. Pengacara keluarga Atut, Firman Wijaya mengatakan seorang tersangka tetap memiliki hak ingkar. "Setiap tersangka kan boleh menggunakan hak tersebut," ujarnya.

Saat ditanya sejumlah wartawan apakah Atut akan melakukan itu dan tidak hadir dalam pemeriksaan pertamanya sebagai tersangka, Firman tidak memastikan. Namun yang pasti dia menyebut kliennya tersebut sedang sakit. "Saya tidak bisa memastikan apakah besok bisa hadir atau tidak, tapi selama ini Bu Atut kan kooperatif," paparnya. Sejak ditetapkan sebagai tersangka, Ratu Atut memang mendadak menghilang. Dia tidak hadir dalam sejumlah agenda kegiatan Gubernur Banten.

Dia juga urung melantik pasangan Walikota dan Wakil Walikota Tangerang, Arief-Sachrudin. Atut juga pernah mangkir dari pemeriksan KPK ketika saat itu dia menjadi saksi untuk kasus suap Pilkada Lebak pada 4 Desember kemarin Ipar Ratu Atut, Airin Rachmi Diani saat menjenguk suaminya, Tubagus Chaery Wardhana juga mengaku tak tahu keberadaan gubernur 51 tahun tersebut. Saat ditanya keberadaan Atut, Airin mengaku tidak tahu karena belum menjenguknya.

Saat ditanya perihal korupsi di Tangerang Selatan yang kemung kinan bisa menjeratnya se b agai tersangka, Airin mengaku keluarganya tetap menghormati putusan hukum. "Prinsinya kita hormati KPK sebagai institusi penegak hukum," ujar mantan Puteri Pariwisata 1995 itu, di Gedung KPK, Kamis pagi (19/12) Pada bagian lain, Wakil Ketua KPK Bambang Widjojanto memastikan Atut memang akan menjalani pemeriksaan hari ini.

Pria yang akrab disapa BW itu berharap Atut memenuhi panggilan tersebut. Dalam kesempatan sebelumnya, BW mengatakan KPK memiliki upaya paksa terhadap seorang tersangka korupsi, termasuk dalam penahanan maupun penggeledahan. "Upaya paksa itu diatur dalam undang-undang," ujarnya. Terkait kemungkinan Atut mangkir dengan senjata "sakit", Bambang mengatakan hal tersebut harus disertai bukti yang menyertai alasan tersebut.

Dalam beberapa hal yang sudah terjadi, KPK bisa saja melakukan pemeriksaan terhadap seseorang dengan pola jemput bola. Upaya itu baru-baru ini pernah dilakukan KPK terhadap anggota DPR Tri Yulianto. Pejabat yang disebut menerima pemberian uang untuk anggota komisi VII dari Mantan Kepala SKK Migas Rudi Rubiandini itu diperiksa di RS Premier.

Tri diperiksa di rumah sakit karena beberapa kali tidak bisa hadir memenuhi panggilan penyidik KPK. Meskipun hadir sepertinya Ratu Atut bukan korban Jumat keramat hari ini. Sebab KPK tampaknya masih perlu mendalami peran Atut dalam kasus-kasus lain diluar sengketa Pilkada Lebak dan pengadaan Alkes di Provinsi yang dipimpinnya.

KPK juga kerap berhati-hati terhadap masa penahanan seseorang, terutama mereka yang tidak termasuk tertangkap ta ngan. Juru Bicara KPK Johan Budi juga belum bisa memastikan apakah Atut akan langsung ditahan usai menjalani pemeriksaan hari ini. Sementara itu, sejumlah pimpinan Dewan Perwakilan Rak yat Daerah (DPRD) Banten ber siapsiap melancarkan serangan terhadap Ratu Atut.

Jika pada pembahasan lima agenda, termasuk pengesahan RAPBD 2014 gubernur yang digelar Kamis (19/12) tidak hadir, mereka mengancam akan menggunakan hak interpelasi terma suk langkah mosi tidak percaya terhadap Ratu Atut Chosiyah. Wakil Ketua DPRD Banten dari fraksi PDIP Asep Rahmatullah mengatakan, hak interpelasi yang melekat di anggota legislatif harus diambil sebagai langkah memperbaiki situasi Banten kekinian.

"Jika tak hadir dalam pelantikan walikota di Kota Tangerang bisa dimaklumi; karena berkaitan dengan psikologi Atut terhadap status hukum yang baru dijatuhkan KPK. Akan tetapi, jika paripurna pengesahan APBD 2014 juga tak datang, maka anggota dewan akan mengambil langkah tegas,"ujar Asep di ruang kerjanya, kemarin (18/12). (sar/bud/gun)

The Islamic Front 'will not fight the al Qaeda organization'

While denying rumors of a purported meeting between the US and the newly formed Islamic Front, a Syrian jihadist group that cooperates with al Qaeda's branches in Syria, US Secretary of State John Kerry said today that such a meeting is possible. From Reuters:

"The United States has not met to date with the Islamic Front but it's possible it could take place," Kerry told a news conference in Manila where he is visiting.
"There is an effort afoot among all of the supporting nations of the Syrian opposition to want to broaden the base of the moderate opposition and broaden the base of representation of the Syrian people in the Geneva two negotiation," he added.

Meanwhile the Islamic Front was also busy denying it met with US officials. And a member of the "political bureau" said that the group would not fight al Qaeda. From Asharq Al Awsat:

Meanwhile, an official of the Islamic Front's political bureau, Abdallah Al-Hamawi, denied the reports and said they were "lies, and their objectives were clear, and we will not allow them to cause sedition".
He added on his Twitter account that the Islamic Front "will not fight the al Qaeda organization because it [Islamic Front] was founded to form a link for jihadists", and that it would not fight a proxy war or cause division between the jihadists.

Take all of that in, and then go read Thomas Joscelyn's report on Abu Khalid al Suri (or Mohamed Bahaiah), a senior leader of Ahrar al Sham, a large brigade in the Islamic Front that routinely fights alongside al Qaeda's branches in Syria. Bahaiah previously served as Osama bin Laden's courier and now serves as Ayman al Zawahiri's personal representative in Syria (he is mediating a dispute between the leaders of the Islamic State of Iraq and the Sham and the Al Nusrah Front).

Should the US consider the Islamic Front to be part of what Secretary Kerry calls the "moderate opposition"?
