CELAC coordinators discuss positions to be adopted during Havana Summit
National coordinators from member countries of the Community of Latin American and Caribbean States are meeting in Havana January 26, prior to the 2nd CELAC Summit, where common positions on important regional and international issues will be established.
The national coordinators, most of whom are deputy foreign ministers, intend to reach consensus on the Havana Declaration and some 30 other special communiqués addressing support for Argentina's sovereignty over the Malvinas (Falkland) Islands, the blockade of Cuba, the defense of natural resources and the rights of indigenous peoples, among other issues.
Cuban Foreign Minister Bruno Rodriguez stated, on Friday, that these documents have been under consideration for several weeks, and noted that the Havana Declaration has received broad support.
The meeting of national coordinators is taking place behind closed doors and could involve several sessions of deliberations, to ensure that the greatest possible consensus is achieved on proposals presented by various governments.
These discussions will set the stage for the meeting to be held Monday, January 27 of foreign ministers from all CELAC countries, that is all those located in the Americas, with the exception of the United States and Canada.
Cuba's foreign minister, Bruno Rodríguez Parilla, stated that CELAC has relations with other blocs and countries, but is working to become the unified voice of Latin America and the Caribbean on an international level.
The Havana event will be an important step forward in the consolidation of the region's unity and sovereignty, Rodríguez said.
Over the past year, Cuba has held CELAC's pro tempore presidency, focusing on the organization's efforts to reduce inequality and the greater integration of Caribbean countries.
One of Cuba's proposals to the Summit is that a commitment be adopted to make Latin America and the Caribbean a region of peace and free of nuclear weapons. (PL)
BEIRUT, Lebanon — THE letter bore the corporate tone of a C.E.O. resolving a turf dispute between two middle managers. In formal prose and numbered lists, Ayman al-Zawahri, the leader of Al Qaeda, directed one of the group's affiliates in Syria to withdraw to Iraq and leave operations in Syria to someone else.
The response was unequivocal. Abu Bakr al-Baghdadi, the leader of the Islamic State in Iraq and Syria, or ISIS, declared that his fighters would remain in Syria "as long as we have a vein that pumps and an eye that blinks."
It was the first time in the history of the world's most notorious terrorist organization that one of the affiliates had publicly broken with the international leadership, and the news sent shock waves through the online forums where jihadists meet. In no uncertain terms, ISIS had gone rogue.
That split, in June, was a watershed moment in the vast decentralization of Al Qaeda and its ideology since 9/11. As the power of the central leadership created by Osama bin Laden has declined, the vanguard of violent jihad has been taken up by an array of groups in a dozen countries across Africa and the Middle East, attacking Western interests in Algeria and Libya, training bombers in Yemen, seizing territory in Syria and Iraq, and gunning down shoppers in Kenya.
Al Qaeda's Hot Spots
Countries where analysts say Al Qaeda or related groups have been known to operate. Militants control or have been active in areas around the cities shown.

What links these groups, experts say, is no longer a centralized organization but a loose ideology that any group can appropriate and apply as it sees fit while gaining the mystique of a recognized brand name. In short, Al Qaeda today is less a corporation than a vision driving a diverse spread of militant groups.
"Al Qaeda is kind of a ready-made kit now," said William McCants, a scholar of militant Islam at the Brookings Institution. "It is a portable ideology that is entirely fleshed out, with its own symbols and ways of mobilizing people and money to the cause. In many ways, you don't have to join the actual organization anymore to get those benefits."
For policy makers and terrorism analysts, this has made it harder to define what it means to be "Al Qaeda" and to gauge and combat threats. In addition, disagreements over definitions of Al Qaeda have animated debates in Washington about the perpetrators of the 2012 attack on the American diplomatic compound in Benghazi, Libya, especially over the Benghazi militant group Ansar al-Shariah. Although intelligence agencies and the State Department do not consider the group an affiliate of Al Qaeda, some Republican critics of President Obama argue that its puritanical, anti-Western vision makes it one.
In many ways, American counterterrorism operations since 9/11 have successfully handicapped the original Qaeda organization founded by Bin Laden from the remnants of the mujahedeen who fought against the Soviets in Afghanistan in the 1980s. Drone strikes have eliminated top leaders, surveillance impedes communication with affiliates and the killing of Bin Laden removed a charismatic, unifying figure.
The franchise model has been essential to the group's survival, even if that means affiliated groups are often left to their own devices and focus more on local struggles than on attacking the West.
"There is really not one Al Qaeda anymore," said Gregory D. Johnsen, the author of "The Last Refuge," a book on Al Qaeda in Yemen. "It has taken on the local flavor of wherever it is, although none of the groups have really disavowed transnational jihad."
The conflict in Syria, currently the world's biggest draw for international jihadists, illustrates how difficult it can be to characterize militant groups.
ISIS, despite having publicly rebuffed Mr. Zawahri, has thousands of foreign fighters who have seized territory in Iraq and Syria, where it seeks to found an Islamic state. Its rush to control resources and impose strict Islamic codes caused a backlash from other rebel groups, and fighting between the sides has killed more than 1,400 people in recent weeks.

Syria's other Qaeda group, the Nusra Front, remains loyal to Mr. Zawahri, but has also maintained good relations with the wider rebel movement that shares the American goal of getting rid of President Bashar al-Assad.
Beyond its open affiliation with Al Qaeda, little separates the Nusra Front from other Islamist battalions fighting in Syria. One of them, Ahrar al-Sham, even has a Qaeda member in its leadership. While these groups' Islamic vision for the future of Syria may disturb many Americans (and Syrians), they have not attacked Western targets. "There are a lot of militant groups out there that are supporting either Islamist, salafist or jihadi doctrine, but they are not all wrapped up about the U.S., so do you call them all Al Qaeda?" said Clint Watts, a former F.B.I. agent now with the Philadelphia-based Foreign Policy Research Institute.
He and other analysts argue that branding all such groups Al Qaeda is counterproductive and say it makes more sense to differentiate between groups with a local focus and those actively fixed on attacking the West.
In this line of thinking, the most worrisome group is Al Qaeda in the Arabian Peninsula, which is led by an associate of Bin Laden's in Yemen and has repeatedly tried to attack the United States. This makes it a much greater threat, Mr. Watts said, than Qaeda-inspired groups that have taken up arms against their governments in North Africa, or Boko Haram, which has waged a sectarian terrorism campaign in northern Nigeria.
Others argue that even localized groups see themselves as fighting an international struggle that they'll join when they can. Many assumed that the Qaeda-affiliated Shabab in Somalia was local until their gunmen stormed into the Westgate mall in Nairobi. And the shadowy Algerian jihadist Mokhtar Belmokhtar seemed to be focused on his trans-Saharan smuggling and kidnapping business until his group raided a natural gas plant in In Amenas, Algeria, looking for foreigners to capture and kill.
"No Qaeda threat has ever remained exclusively local," said Bruce Hoffman, director of security studies at Georgetown University. "They have always eventually crossed borders and become regional in operations and attacks and certainly in fund-raising and recruiting."
Even groups with no direct links to Al Qaeda can seize opportunities to strike American targets, as in the Benghazi attack in 2012 that killed Ambassador J. Christopher Stevens. In that case, the American focus on Al Qaeda may have contributed to the failure to foresee other dangers brewing nearby.
But while counterterrorism can be effective in stopping specific threats, depriving militant groups of the unstable environments where they flourish and organize is much harder.
"What you are seeing in the Middle East is a problem of militancy combined with ungoverned territory," said Ramzy Mardini, a fellow at the Atlantic Council. "That is the real problem, not which groups belong to Al Qaeda and how can we get rid of them."

Dan, ini akan segera membawanya kepada Sidang Pleno Parlemen Eropa untuk diterima sebagai perjanjian hukum yang mengikat Indonesia dan Uni Eropa. Perjanjian itu juga memuat penegasan terhadap kedaulatan, integritas teritorial dan keutuhan wilayah Indonesia.
"Dengan demikian, keutuhan wilayah Indonesia merupakan suatu elemen hukum yang mengikat dalam hubungan Indonesia - Uni Eropa. Hal itu terungkap dalam diskusi tentang Papua Barat yang diselenggarakan oleh Sub Komite HAM, Parlemen Eropa," kata Counsellor Pensosbud KBRI Brusel, Riaz JP Saehu, Jumat (24/1).
Kini, semua Parlemen Nasional 27 negara anggota Uni Eropa meratifikasi Perjanjian Kemitraan Komprehensif tersebut yang menjadi kerangka dasar hubungan Indonesia - Uni Eropa yang lebih komprehensif dan strategis.
"Pentingnya Perjanjian ini bagi hubungan Indonesia - Uni Eropa itu kembali ditekankan Ana Gomes, anggota Parlemen Eropa, dalam diskusi tentang Papua Barat yang diselenggarakan oleh Sub Komite HAM, Parlemen Eropa.
Sub Komite HAM juga mengadakan diskusi tentang efisiensi 40 lebih Dialog HAM Uni Eropa dengan berbagai negara di dunia. Sementara diskusi tentang Papua Barat ini dihadiri empat anggota Parlemen Eropa dari total 164 anggota Parlemen Eropa yang duduk di Komite Hubungan Luar Negeri.
"Dalam menanggapi pernyataan anggota masyarakat madani Indonesia yang hadir sebagai pembicara dalam diskusi ini, Ana Gomes menyampaikan keberadaan anggota masyarakat madani Indonesia di Brussels merupakan bukti nyata kemajuan pesat demokratisasi Indonesia, dimana mereka dapat bepergian ke Eropa tanpa dihalangi Pemerintah Indonesia.
Ana Gomes menjelaskan bahwa pada saat ia bertugas di Indonesia pada 1999, masalah Papua tabu dibicarakan dan kini hal ini menjadi suatu hal yang biasa dibicarakan di berbagai forum di Indonesia.
Ditekankan demokrasi di Indonesia telah sedemikian maju sehingga Uni Eropa dan Indonesia kini memiliki Perjanjian Kemitraan Komprehensif Indonesia - UE yang membuka kesempatan luas bagi pengembangan kerja sama termasuk bidang HAM.
Sementara itu, Leonidas Donskis, anggota Parlemen Eropa asal Lithuania, menyatakan yang diperlukan sebenarnya adalah dialog budaya antar berbagai pihak dan bukan dialog politik. Sementara, Morgan McSwiney yang mewakili European External Action Service (EEAS) yaitu Kantor Urusan Politik Luar Negeri dan Pertahanan Uni Eropa menyampaikan Indonesia adalah contoh baik demokratisasi yang sukses.
"Model Indonesia perlu menjadi rujukan di Timur Tengah dan Indonesia juga telah memberikan inspirasi bagi Myanmar," ujarnya.
McSwiney menekankan Uni Eropa mendukung kesatuan wilayah Indonesia dan Dialog HAM EU - Indonesia yang telah berjalan selama empat kali merupakan suatu forum yang sangat positif dan konstruktif antara Indonesia dan UE dalam membahas HAM.
Ketua Sidang juga memberikan kesempatan kepada Dubes RI untuk Belgia, Luksemburg dan Uni Eropa, Arif Havas Oegroseno untuk memberikan pandangan.
Dalam hal ini, Dubes Arif Havas Oegroseno menjelaskan bahwa pemekaran Papua merupakan bagian dari program desentralisasi nasional yang dilakukan sejak 1999.
Dikatakannya prosesnya pun dilakukan setelah diadakannya dialog antara Pemerintah Pusat dengan Daerah di mana dasar hukum pemekaran Papua adalah UU yang mana prosesnya dilakukan secara demokratis di dalam Parlemen Indonesia.
"Bahkan kalangan masyarakat dan akademis Papua lah yang menyusun RUU Otonomi Khusus Papua 2001. Oleh karena itu, pernyataan bahwa selama 15 tahun terakhir tidak ada perubahan sama sekali merupakan pernyataan menyesatkan atau �misleading, " ujar Dubes Havas.
Apakah hanya 29 juta atau 70 juta juta orang miskin di kerajaan neo-Mojopahit, yang jelas ialah kemiskinan meluas dari pusat kerajaan sampai ke pelosok-pelosok wilayah jajahan.
JAKARTA - Jumlah penduduk miskin diperkirakan melonjak seiring datangnya bencana banjir di sejumlah daerah di Tanah Air. Angka kemiskinan kemungkinan menembus 29 juta jiwa.
"Angka itu naik 450 ribu (1,5%) jika dibandingkan laporan Badan Pusat Statistik (BPS) yang mencatat jumlah penduduk miskin sebanyak 28,55 juta per September 2013," kata pengamat ekonomi Hendri Saparini di Jakarta, hari ini.
Menurut Hendri, kenaikan angka kemiskinan pascabencana karena belum ada program penanggulangan lanjutan (recovery) untuk aktifitas ekonomi. Pemerintah hanya fokus pada anggaran atau bantuan sosial untuk penanggulangan bencana, seperti evakuasi ataupun distribusi makanan bagi korban.
Selain program recovery, kata Hendri, perlunya pengendalian harga bahan pokok setelah bencana alam. Langkah itu untuk melindungi perekonomian masyarakat. "Bila tidak ada, semestinya angka kemiskinan akan naik," jelas dia.
BPS melansir jumlah penduduk miskin juga meningkat 480 ribu pada periode Maret hingga September 2013. Kenaikan itu disebabkan perubahan harga bahan bakar minyak (BBM) pada Juli 2013.

Saudi Arabia, RI ink defense cooperation agreement

Saudi Arabia and Indonesia on Thursday signed the first defense cooperation agreement (DCA) covering training and education, counter-terrorism efforts and the defense industry.
The DCA was signed by Saudi Deputy Defense Minister Prince Salman bin Sultan Abdul Aziz Al Saud and his host Lt. Gen. (ret.) Sjafrie Sjamsoeddin at the Defense Ministry.
Sjafrie told reporters after the signing that the DCA was the first signed since the two countries established diplomatic relations in 1950. It is also the first that Indonesia has signed with a Middle Eastern country.
"This is the first time a Saudi deputy defense minister has visited Indonesia," he said.
He said both countries agreed that terrorism affected nations across the globe. The deputy defense ministers also agreed that terrorism should not be linked to any ideology, in particular to Islam.
"No religion in the world teaches violence," Sjafrie said.
Recent terrorist incidents have painted a bad picture of Islam. Saudi Arabia is one of the countries damaged by terrorism threats, the Indonesian Defense Ministry said in a press release.
Saudi Arabia and Indonesia have suffered from numerous attacks linked to certain Islamist groups.
Both countries agreed to cooperate in capacity building to increase professionalism by opening opportunities for joint exercises.
"We have agreed to fight terrorism by holding joint exercises [that involve] members of both countries' special forces," said Sjafrie.
When asked whether Indonesian commandoes will also learn desert military tactics, Sjafrie said it might not go that far.
Sjafrie presented Salman with an SS2-V1 assault rifle made by state-owned arms maker PT Pindad before the guest visited the headquarters of the Army's Special Force s(Kopassus) in Cijantung, East Jakarta, and watched Kopassus operatives showcasing their skills.
Salman, who served at the Royal Saudi Air Defense, shot a submachine gun and a hand gun at the Kopassus shooting range.
Salman also observed a number of Anoa armored personnel carriers (APC) and a Komodo tactical vehicle produced by PT Pindad in Bandung.
Sjafrie said that Indonesia had offered a joint investment, focusing on the Anoa platform, which may suit Saudi needs in the defense industry.
"We, for example, would install an air-conditioning unit in the Anoa because it is very hot there, reaching as high as 48 Celsius.
"We have done this for Anoa APCs deployed in Lebanon, and Saudi Arabia will be a lot hotter."
Before returning home via Halim Perdanakusuma Air Force Base in East Jakarta, Salman observed two helicopters and two transportation airplanes, which are assembled and produced by state-owned PT Dirgantara Indonesia (DI).
Sjafrie said that the Saudi side had requested detailed specifications of weapon systems made by Indonesia to be assessed and matched with the kingdom's needs and geographical conditions.
"The assessment is at the observation phase. Today's visit was an introduction to the Indonesian defense industry's capability," he said.
"We hope there will be follow up meetings in the future."
In other sectors, Saudi Arabia will donate an Arabic language laboratory to the Indonesian Peace and Security Center in Sentul, West Java.
"The language lab will be used to train Indonesian soldiers who will be deployed in Lebanon as part of the UN peacekeeping mission.

A 6.5 magnitude earthquake on Saturday caused panic among residents in Yogyakarta and some cities in Central Java, but caused minimal damage.
In Umbulharjo, Yogyakarta, locals evacuated their homes and gathered along the streets when the earthquake struck, which lasted for one minute at 12:14 p.m.
There was a similar situation in Bantul where people beat kentongan (bamboo tubes) to warn residents when the quake struck.
"The quake was pretty strong. I am still traumatized by my memories of the 2006 disaster when the earthquake completely destroyed my house," said Ngadiman, a Bantul resident, on Saturday.
"The quake was mild at the beginning, but it slowly became more intense, just like the 2006 quake," Budiyana, another resident, added.
Budi, who was out fishing when the quake hit on Saturday, said that he quickly jumped into the fish pond when he felt the ground shaking.
"I panicked and jumped into the water to protect myself. My village was severely damaged in 2006," he went on.
In May, 2006, a 5.9-magnitude earthquake devastated more than 200,000 homes in Yogyakarta and Central Java, leaving nearly 6,000 people dead and 1.5 million others homeless. The earthquake also flattened a number of villages in Yogyakarta.
National Disaster Mitigation Agency (BNPB) spokesman Sutopo Purwo Nugroho said the quake was considered strong and affected Cilacap, Kebumen, Magelang, Semarang and Yogyakarta.
The epicenter was reported to be 104 kilometers away from the southern coast at a depth of 48 kilometers.
He said the quake was the result of tectonic movement between the Indo-Australia and Eurasia platforms below Indonesian waters.
When asked about the possibility of a Tsunami, Sutopo said the chance of a Tsunami was slim, therefore people had no reason to be alarmed.
"There were reports that a house was severely damaged and many others only suffered minimal damage in Purworejo," Sutopo said on Saturday.
Head of the Yogyakarta Center for Research and Technology Development of Geologic Disaster (BPPTKG), Subandriyo, said that the quake did not increase volcanic activity at Mount Merapi. "The status of Mount Merapi remains normal," Subandriyo said.
Before the Saturday quake, Yogyakarta was struck by mild quakes – with magnitude of 3 on the Richter scale — eight times in January this year, the Yogyakarta Meteorology, Climatology, and Geophysics Agency's (BMKG) reported.
Separately, Kebumen Disaster Mitigation Agency (BPBD) head Muhyidin confirmed that no fatalities were reported following the quake.
"Indeed, the quake caused panic among residents. So far, nobody has been reported injured, but we will keep monitoring the situation in Kebumen," Muhyidin said.
Meanwhile, in Banyumas regency, the quake caused the dome of a mosque to collapse in Kranggan village, Pekuncen.

Rezim neo-Mojopahit sangat membutuhkan TKI/TW untuk dikirim ke luarnegeri, karena (1) mendatangkan devisa untuk kas negara, (2) rezim berkuasa tak mampu menyediakan lapangan kerja dalam negeri untuk menampung tenaga kerja yang bertambah tiap tahun dan (3) angka kelahiran tetap tinggi.
Anggaplah debat-debat partai politik dan capers-capers sebagai sendiwara saja, karena apa yang diperdebatkan sangat jauh diterapkan dalam pekerjaan politik mereka dikemudian hari, hal utama yang dikerjar oleh pedebat ialah kursi empuk untuk memperbaiki kehidupan pribadi mereka.
Palembang (ANTARA News) - Tenaga kerja Indonesia yang bekerja di luar negeri masih menjadi isu utama dalam debat kadindat calon presiden peserta konvensi Partai Demokrat pada malam kedua di Palembang, Sabtu.
Salah seorang kandidat Endriartono Sutarto mengatakan, memang tenaga kerja Indonesia merupakan aset terutama bila mereka bekerja di sektor menengah keatas.
Jadi TKI yang bekerja di sektor menengah ke atas harus didukung sehingga akan menambah pendapatan negara, kata dia.
Namun, bila TKI yang hanya bekerja pada sektor menengah ke bawah itu harus dipikirkan dan pihaknya kurang mendukung.
Permasalahan TKI itu sendiri tidak lain karena faktor kesempatan bekerja di dalam negeri belum maksimal, kata Endriartono Sutarto.
Sehubungan itu, pihaknya akan memperluas lapangan kerja untuk mengantisipasi TKI yang sekarang ini sering memilih bekerja ke luar negeri.
Sementara Marzuki Alie mengatakan, memang kesejahteraan masyarakat harus ditingkatkan supaya dapat mengatasi permasalahan bangsa yang ada sekarang ini.
Dalam meningkatkan kesejahteraan masyarakat itu pihaknya akan memaksimalkan sektor pertanian.
Hal ini karena masyarakat Indonesia mayoritas petani sehingga sektor tersebut harus diberdayakan.
Sedangkan Anies Baswedan mengatakan, untuk meningkatkan kesejahteraan masyarakat tidak terlepas dari kualitas sumber daya manusia.
Oleh karena itu kualitas sumber daya manusia harus ditingkatkan termasuk tenaga pendidik.
Para guru tingkat kesejahteraannya harus terus ditingkatkan sehingga dalam menjalankan perannya terutama mendidik anak-anak akan semakin maksimal.

Semarang (ANTARA News) - Anggota Komisi III DPR, Eva Sundari, menilai Undang-Undang Ketenagakerjaan Arab Saudi memberi perlindungan pembantu rumah tangga asing, termasuk dari Indonesia.
"Bagus, ini kemajuan luar biasa karena kita menunggu cukup lama. Ini menjadi referensi, termasuk mendorong emerintah dan DPR untuk menuntaskan pembahasan RUU tentang Pembantu Rumah Tangga," katanya, ketika dihubungi dari Semarang, Minggu.
Dia merespons pemberlakuan UU Ketenagakerjaan Arab Saudi per November 2013. Sebelumnya, Dewan Kementerian Arab Saudi pada 15 Juli 2013 telah mengesahkan UU itu.
"Saya setuju aturan hak majikan dan PRT asing dinormakan agar mengikat karena standar minimum ini biasanya menjadi muatan nota kesepahaman (memorandum of understanding/MoU). Ini bentuk konkret perlindungan bagi tenaga kerja asing," katanya.
Meski demikian, Eva memperkirakan akan butuh perjuangan karena tidak ada di dalam rancangan RUU PRT, baik versi pemerintah maupun DPR.
Akan tetapi, calon tetap anggota DPR RI periode 2014--2019 dari Daerah Pemilihan Jawa Timur VI itu akan mengusulkannya melalui perbaikan daftar inventarisasi masalah (DIM) PDI Perjuangan.
Banyak aspirasi penting yang belum diakomodasi di dalam draf, misalnya, perspektif perlindungan keluarga buruh migran, perawat, anak buah kapal, dan penjaga toko yang poin-poinnya sedang disiapkan satuan tugas ketenagakerjaan dari grup diaspora.
