282 regulations still discriminate against women: Komnas

The National Commission on Violence against Women (Komnas Perempuan) says that until 2012, there were still 282 policies that were discriminative toward women.

"The 282 policies discriminate against women in the name of religion and morality," said Komnas Perempuan commissioner, Ninik Rahayu, in a discussion at the People's Consultative Assembly/House of Representatives (MPR/DPR) compound in Senayan, on Tuesday as quoted by Antara news agency.

Ninik said the 282 discriminative policies were in the form of regional regulations (Perda), gubernatorial regulations (Pergub) and mayoral regulations.

The Home Affairs Ministry, however, had clarified several regulations, she said. "Alhamdulillah [Thank God], eight Perda that have been clarified by the ministry will soon be revoked," said Ninik.

The commissioner said gender discrimination could be inherited not only through someone's attitude and behavior but also through the regulations. Therefore, any regulation and policy issued by either central or local governments should be carefully noted.

"Therefore, the most important thing for the draft for the gender equality bill is how it can implement 80 percent of women's rights," said Ninik.

According to her, the draft bill should include equality and fairness measures that need to be implemented into regional regulations.

"Komnas Perempuan urges that the draft bill needs to accommodate clear sanctions for institutions and individuals that refuse to implement, neglect or reject gender equality and justness," said Ninik, adding that the sanctions could be in the form of budget cuts or other sanctions that were clear and tough.
