res:  Jika Jokowi – Kalla menang menjadi presiden dan wakil presiden, maka paling tidak ada menteri Dahlan (PD) , wakil presiden  JK (Golkar)  dan Jokowi (PDIP) sudah ada tiga partai dalam pemerintahan.  Mungkin nanti hanya Jokowi saja orang baru lainnya itu sobat-sobat lama, dengan lain kata juga bisa dibilang pemerintahan lama baru.

Jakarta- Meski Partai Demokrat menyokong pasangan Prabowo Subianto – Hatta Rajasa namun dua kontestan teratas Konvensi Demokrat, Dahlan Iskan dan Anies Baswedan malah memilih pasangan Jokowi-Jusuf Kalla. Menurut pengamat komunikasi politik Ari Junaedi dengan berlabuhnya dua tokoh bersih yang saat ini menjabat sebagai Menteri BUMN Dahlan Iskan dan Rektor Universitas Paramadina itu Baswedan, maka potensi kemenangan Jokowi-JK di Pilpres 9 Juli mendatang akan semakin besar. "Ingat, Dahlan yang mendapat dukungan terbesar di konvensi Demokrat serta jaringan media yang dimilikinya sanggup mengkapitalisasi dukungan masyarakat terhadap Jokowi – JK. Belum lagi inisiator gerakan Indonesia Mengajar Anie Baswedan mewakili sosok akademisi yang berkomitmen pada nilai-nilai kejujuran dan kebenaran maka barisan pro Jokowi-JK semakin membesar,"ujar Ari Junaedi, kepada Indopos, Sabtu (31/5).

Pengajar Program Pascasarjana di Universitas Indonesia (UI) dan Universitas Diponegoro (Undip) ini mengakui simpatisan dan relawan Dahlan Iskan selama ini menaruh harapan besar terhadap Dahlan untuk bisa mewakili Demokrat di pilpres. Namun persepsi publik yang terbentuk melihat Dahlan dizolimi karena tidak diperjuangkan Cikeas secara maksimal. Justru yang bukan pemenang konvensi serta karena faktor kerabat ketua dewan pembina Demokrat, nama Pramono Edhi Wibowo yang mencuat. "Dahlan Iskan sepertinya kepalang basah terjun di politik. Orang-orang seperti Dahlan Iskan, JK, Jokowi, dan Anies Baswedan adalah sosok bersih yang bercita-cita menggapai kekuasaan bukan bertujuan untuk menumpuk materi tetapi ingin memberikan yang terbaik untuk negeri ini. Dengan logika yang sederhana, orang sudah kaya buat apa Dahlan Iskan atau JK masih mau mengambil resiko terjun ke politik. Pasti ada kegelisahan melihat kondisi masyarakat kita yang belum makmur dan berkeadilan,"timpal Ari Junaedi.

Oleh karena itu dosen S2 Komunikasi Politik di Universitas Persada Indonesia (UPI YAI) Jakarta dan Universitas Dr Soetomo (Unitomo) Surabaya ini mengakui secara signifikansi politik, dukungan peserta konvensi Demokrat yang lain seperti Marzuki Alie atau Ali Maskur Musa ke Prabowo – Hatta Rajasa tidak memiliki efek yang besar seperti halnya Dahlan Iskan dan Anies Baswedan ke Jokowi – JK. "Lah, di pemilu legeslatif saja Marzuki Alie kurang suara gimana mau mengalihkan dukungan suaranya ke Prabowo ? Akan lebih bergema jika sosok seperti Gita Wiryawan dan Dino Patti Jalal juga mendukung Jokowi – JK. Mungkin pula kata-kata Dahlan Iskan yang menyebut Jokowi adalah arus besar kecintaan rakyat yang tidak bisa dibendung dan itulah realitas politik saat ini, perlu dicerna dengan baik oleh peserta konvensi Demokrat lainnya,"ucap penulis disertasi pelarian politik tragedi 1965 di mancanegara ini.(dil)

Almost 3,000 rapes were reported to the police in Malaysia in 2012, of which 52 percent involved girls below 16. [EPA]

Malaysian police have detained 13 men and are looking for other suspects following allegations that a 15-year-old girl was raped by 38 men in the country's northern region.

Astro Awani television and The Star newspaper reported that the assault took place in the northern state of Kelantan on May 20, when the girl was lured to an empty hut reported to be a local drug haunt.

The men took turns to rape her for hours. Police are also investigating whether her 17-year-old friend was also raped.

Media accounts, quoting information from district police chief Azham Otham, said 38 men were involved.

Several of those detained had tested positive for amphetamine, the reports said. The New Straits Times said a man and his two teenage sons were among those detained.

Police said action could have been taken had villagers reported the addicts' presence, Reuters news agency said.

"It is very disturbing to me that no one in the village was even suspicious when the closest neighbour was a mere 20 metres away," Otham told The Star newspaper.

'Extremely worrying'

The alleged attack, one of several brutal cases this week underscoring the violence to which women are being subjected across Asia, sparked outrage among women's groups.

Politicians from a Muslim party running the region said their proposal to introduce Islamic hudud law, with harsh penalties, would deter offenders.

Suri Kempe, an official with women's rights group Sisters in Islam, told Reuters that the frequent number of rape cases being reported was "extremely worrying".

"Boys are being raised in a culture where being masculine means being aggressive, and that it's perfectly acceptable to use violence to get what you want," she said in a statement.

Almost 3,000 rapes were reported to the police in Malaysia in 2012, of which 52 percent involved girls aged 16 and below, according to police statistics.

Convicted rapists face up to 30 years in prison and whipping, but many have called for stricter punishment.

A Christian Sudanese woman sentenced to hang for apostasy is to be released from prison, a foreign ministry official has said.

Abdullah al-Azraq told the AFP news agency on Saturday that Mariam Ibrahim would be "freed within days in line with legal procedure that will be taken by the judiciary and the ministry of justice".

Azraq, a foreign ministry undersecretary, did not elaborate.

However speaking to Al Jazeera, Mariam Ibrahim's lawyer Mohannad Mustapha said that the final decision still rested with the appeal court.

Mustapha said that Saturday's statement was an attempt to take the heat out of the international coverage of her plight, rather than a genuine reflection of what might happen.

The 27-year-old gave birth to a girl on Tuesday in a women's prison in Khartoum's twin city of Omdurman.

Her husband Daniel Wani, a US citizen, visited Ibrahim and the baby on Thursday, after being denied access earlier in the week. He told AFP both were in "good health".

The court previously said Ibrahim would be allowed to nurse her baby for two years before the sentence was carried out.

Ibrahim's father was Muslim but she was raised by her Christian mother. She was convicted of apostasy for marrying a Christian and sentenced to hang, under the Islamic law that has been in place since 1983 and outlaws conversions under pain of death.

'Outrageous'

UN experts have called the conviction "outrageous" and said it must be overturned.

An appeal was filed against the verdict but Mustapha said a hearing that was to have been held on Wednesday was postponed because the case file was incomplete.

Earlier on Saturday the British prime minister, David Cameron, and the former prime minister Tony Blair, urged Sudan's government to lift the death sentence.

Cameron said the treatment Ibrahim was "barbaric and has no place in today's world."

Blair described the case as a "brutal and sickening distortion of faith".

Cameron told the Times newspaper that the UK government was pressing Sudan to annul the sentence.

May 31, 2014 (KHARTOUM) – Sudan's apostasy law by which a Christian woman was sentenced to death this month contravenes both the 2005 interim constitution and the International Covenant on Civil and Political Rights (ICCPR) the country ratified more than two decades ago, a legal expert argued.

A Khartoum court sentenced 27-year-old Meriam Yehya Ibrahim to death by hanging for apostasy after she refused to recant her faith and revert to Islam.

The court convicted Ibrahim, who is in custody with her 20-month-old son and her newborn baby, of the charges on May 11th and gave her three days to return to Islam.

The judge also sentenced Ibrahim to 100 lashes after convicting her of adultery as under Sudan's Islamic Shar'ia law her marriage to a non-Muslim is considered invalid and therefore an adulterous relationship.

The ruling drew widespread condemnation by Western governments and human right groups.

Sudan acceded to the ICCPR of 1966 in March 1986 and entered into force three months later.

Article 18(1) of the covenant states that "Everyone shall have the right to freedom of thought, conscience and religion. This right shall include freedom to have or to adopt a religion or belief of his choice, and freedom, either individually or in community with others and in public or private, to manifest his religion or belief in worship, observance, practice and teaching".

The following section of the same article underscores that "No one shall be subject to coercion which would impair his freedom to have or to adopt a religion or belief of his choice".

Section three states that this freedom "may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others".

Dr. Faisal Abdelrahman Taha, considered a Sudanese authority on international law, said that the government never expressed any reservation to any provision of the ICCPR when it acceded to it or issued any interpretative declaration like some other Arab countries.

"The covenant is binding to its parties and it affords many rights not even endorsed or approved by Islamic Shar'ia law," Taha told Sudan Tribune by phone from Abu Dhabi, a situation which poses a dilemma for the Islamist government.

He emphasized that international law does not allow a state to use its national laws or constitution to justify its failure to fulfill its obligations under a convention it ratified.

The former head of International and Comparative Law division at the University of Khartoum (UoK) recalled that Sudan affirmed its adherence to the principle of the freedom of religion in official reports submitted to the Human Rights Committee tasked with monitoring adherence to the ICCPR.

This includes its third periodic report dated June 26 1996 which noted that article 38 of the 2005 constitution states that "every person shall have the right to the freedom of religious creed and worship, and to declare his/her religion or creed and manifest the same, by way of worship, education, practice or performance of rites or ceremonies, subject to requirements of law and public order; no person shall be coerced to adopt such faith, that he/she does not believe in, nor to practice rites or services to which he/she does not voluntarily consent".

In 2007, the Sudanese government addressed concerns raised by the committee regarding incorporation of the covenant in national law by saying that according to Article 27(3) of the 2005 constitution " All rights and freedoms enshrined in international human rights treaties, covenants and instruments ratified by the Republic of the Sudan shall be an integral part of this Bill [of rights]".

Khartoum also noted that article 48 of the law of the land states that "The Bill of Rights shall be upheld, protected and applied by the Constitutional Court and other competent courts".

"If that interpretation presented by the government on article 27(3) holds, then the ICCPR is now part of the constitution and any law that contradicts the covenant such as the one on apostasy can be challenged as unconstitutional," Taha said.

But Taha acknowledged that Khartoum has not always been consistent in its interpretation of the ICCPR application especially when it conflicted with Islamic Shar'ia law.

In 1991 for example, Sudan told the human rights committee in response to a query on apostasy law that this crime is punishable by death and that Islam is not just a religion but a complete set of teachings on private and public life.

The East African nation also argued that people who commit a crime of apostasy pose a threat to society and are comparable to those classified as traitors in other countries.

But paragraph 61 of a report submitted by Sudan to the committee on December 6 1991 declared that "national law states that the covenant has precedence over all national laws".

Taha said he believes that the government or even the courts might resort to Article 5(1) of the constitution as a line of defense against unconstitutionality of apostasy law which states that "nationally enacted legislation….shall have as its sources of legislation Islamic Shar'ia and the consensus of the people".

"This article, however is directed at the legislator or parliament when drafting a law. Nonetheless, the judge may rule that apostasy law emanates from Islamic Shar'ia law and therefore it is constitutional in accordance with article 5(1) of the constitution," he said.

"If that occurs, then this means that Sudan violated its obligations under the ICCPR and the government cannot invoke its internal laws as a justification for not performing an international obligation," Taha said.

He pointed out that article 2(2) of the ICCPR obligates state parties to "to adopt such laws or other measures as may be necessary to give effect to the rights recognized in the present Covenant".

Sudanese officials have hinted that courts will not uphold the death sentence and its foreign minister Ali Karti said that this case inflicted a damage internationally to the country's image.

"Sudan is committed to all human rights and freedom of faith granted in Sudan by the constitution and law," Foreign Ministry spokesman Abu-Bakr Al-Sideeg told Reuters. He added that his ministry trusted the integrity and independence of the judiciary.

There have been no known executions for apostasy since the 1991 Sudanese Criminal Code was enacted, although many have had their charges dropped or convictions overturned after recanting their faith.

Which Kuwait?

jamieDuring a recent visit to Kuwait by a friend of mine, I was asked to describe Kuwait to her. I started out with the typical explanation of the oil wealth and the desert and traditional society like most people would. Then I stopped. Which Kuwait was I describing? The more I thought about it, the more I realized that Kuwait is not just one place. It's actually many different things to the many different communities who live here.

Kuwait is for Kuwaitis first and foremost. It's a land and a nation and a people and one of the oldest continuous countries in the region. It's also a culture and a society rooted in this land, a demographic that has incorporated the wealth of oil, the changes of modernity while struggling to retain its traditions and values. Even in the midst of social and political evolution, Kuwaitis remain distinct in their areas and their mode of living.

But Kuwait is also a land of expats. A work camp or amazing opportunity, depending upon your salary and how you look at it. It's a place of (mostly) expat Arabs and Asians and each of these have their own distinct Kuwait.

From weekend hangouts and restaurants to grocery shops and neighborhoods, Kuwait is divided firstly between locals and expats and then between expats themselves. Go to the shisha cafes of Hawally on Thursday nights and you'll find Little Egypt. Visit LuLu Hypermarket on a Friday and you'll see throngs of Asia Kuwait. Most areas, like Salmiya, are mixed but in even there a block or two will be known as predominately Arab or Indian.

The sad fact is that each community keeps mostly to itself. There are hundreds of Asian cultural and social societies here and their members are kept busy on weekends holding events and meetings at Indian school auditoriums to Filipino badminton clubs. Alternatively, each Arab expat community has social groups that meet at hotels and restaurants.

In fact, Kuwait is so segregated that there are only a very few places where you'll see all the communities mixing together. Check out The Avenues on a Thursday evening or Friday and you will see pretty much every nationality represented in Kuwait – shopping or strolling or sitting a restaurant and café. It's like our United Nations.

This is pretty much common in any major metropolis, I guess. Go to New York as a tourist and you will no doubt find your way to China Town or visit London's Arabian thoroughfare, Edgeware Road.

The problem is that the segregation carries over into almost every aspect of life. Even in a multinational, multiethnic offices, the Arabs and Asians seldom mix and the cliques and mafias that form strangle merit, creativity, efficiency and cross pollination of ideas. I get that this is how the mafias survive here but it's also a lost opportunity for us all. How much more interesting and wise and eloquent we might be if we took the time to get to know each other rather than just keeping our distance?

Jakarta (ANTARA News) - Organisasi Satrio Piningit Nusantara (SPN) menyongsong Pemilihan Presiden 2014 mendeklarasikan dukungan terhadap pasangan Joko Widodo-Jusuf Kalla.

"Massa yang hadir sekitar 1.000 orang simpatisan SPN," kata Direktur Eksekutif Satrio Piningit Nusantara Andi Widjaya melalui keterangan tertulis di Jakarta, Sabtu.

Para simpatisan SPN sempat menutup ruas jalan jalur lambat yang mengarah Bundaran Senayan Jakarta Selatan saat berlangsung deklarasi dukungan terhadap Jokowi-JK.

Andi mengungkapkan alasan mendukung Jokowi-JK karena unsur kesadaran dari para simpatisan SPN dan tanpa imbalan atau bayaran.

Dia menuturkan pasangan Jokowi-JK memiliki kualitas dan kapabilitas untuk memimpin Indonesia selama lima tahun mendatang.

"Jokowi pernah menjabat Wali Kota Solo dan kini Gubernur DKI Jakarta yang menjadi inspirasi masyarakat Indonesia," ujar Andi seraya menambahkan Joko Widodo memiliki pengalaman sebagai pemimpin.

Andi juga menganggap Jokowi-JK merupakan sosok yang dekat dengan rakyat terkenal dengan kegiatan "blusukan".

Buktinya, Jokowi blusukan guna mengetahui permasalahan masyarakat secara langsung di lapangan.

Namun, Andi juga mengakui pasangan lain Prabowo Subianto-Hatta Rajasa juga miliki kapabilitas. Namun menurut penilaiannya Indonesia membutuhkan pemimpin seperti Jokowi-JK.

Simpatisan SPN yang hadir berasal dari wilayah DKI Jakarta, Nusa Tenggara Barat (NTB), Medan dan kawasan Jabodetabek.

Namun acara deklarasi SPN tidak dihadiri Calon Wakil Presiden (Cawapres) JK karena ada kegiatan yang tidak bisa ditinggalkan.

Pasangan Jokowi-JK akan bersaing dengan Prabowo-Hatta pada Pilpres yang akan berlangsung 9 Juli 2014.  (T014/T007)

FAKTA bahwa korupsi merupakan salah satu musuh paling besar bagi bangsa ini sejatinya sudah menjadi konsensus bersama. Perang terhadap korupsi pun terus digemakan dari waktu ke waktu, dari mimbar ke mimbar, juga dari visi dan misi calon pemimpin di Republik ini setiap ada kontestasi pemilihan umum.Namun, anehnya, tidak semua bersepakat untuk memerangi secara serius musuh tersebut. Kehebatan perang melawan korupsi di lapangan tak segarang dalam pidato dan rancangan di atas kertas. Bahkan, ada yang berulang-ulang menyebutkan bahwa menyapu lantai yang kotor tidak bisa dilakukan dengan sapu yang kotor pula, tapi tak merasa risih ketika bersekutu dengan sapu kotor tersebut. Alih-alih ikut menumpas aksi patgulipat, mereka yang berulang menyeru perang terhadap korupsi malah menasihati penegak hukum untuk tidak memolitisasi kasus korupsi.

Dalam kasus penetapan tersangka Menteri Agama Suryadharma Ali dalam soal pengurusan ibadah haji oleh Komisi Pemberantasan Korupsi, misalnya. Kini mulai ada suara-suara yang menuding lembaga antirasywah tersebut bermain politik karena menetapkan tersangka jelang penentuan calon presiden dan wakil presiden. Argumentasi yang  Rakyat kian paham dibangun para penuding mana yang serius ialah posisi kunci Suryadharma Ali yang juga Ketua memberantas korupsi Umum PPP dalam tim sukses secara nyata dan mana salah satu capres-cawapres. yang hanya menggelegar Mereka menyebut KPK sedalam suara.Sengaja memilih waktu saat menetapkan Suryadharma Silakan tanggapi sebagai tersangka.Editorial ini melalui Publik amat yakin dan cerdas untuk menilai apa yang dilakukan KPK merupakan langkah yang benar dan murni demi mewujudkan negeri ini bersih dari korupsi.

Kepada para penuding kita meminta untuk menghormati proses hukum. Dengan menyebut KPK telah memolitisasi kasus haji, justru pada titik itulah mereka, para penuding itu, tengah menarik persoalan hukum ke ranah politik praktis.Berkali-kali kita sebutkan dalam forum ini bahwa menghalangi pemberantasan korupsi sama saja dengan prokorupsi.Perjuangan melawan korupsi membutuhkan sikap autentik,yakni menyatunya antara perkataan dan perbuatan.Percuma terus-menerus beretorika siap memberantas korupsi sampai ke akar-akarnya, baik dalam pidato maupun visi dan misi, tapi dalam perbuatan justru berkoalisi atau memaklumi perilaku korup. Itu artinya telah melakukan pecah kongsi antara perkataan dan perbuatan.Jangan heran jika banyak yang berpendapat pidato kencang memberantas korupsi sejatinya hanyalah kedok untuk menutupi laku lancung korupsi. Rakyat kian paham mana yang serius memberantas korupsi secara nyata, kendati mungkin tak terlalu banyak mengumbar suara, dan mana yang hanya menggelegar dalam suara tapi diam-diam memaklumi aksi jahat tersebut.

re:  Tiap tahun berangkat jemah haji 200.000 orang, kalau tiap jemah harus setoran sebelum berangkat, maka pasti setoran itu didepositkan ke bank. Bank memberikan bunga.  Mengingat jumlah jemaah yang harus menyetor uang jauh sebelum berangkat, maka tentu saja hasil dari bunga setoran itu tidak sedikit. Ke kantong siapa saja bunga setoran umat dimasukan? 
 
 
 

Biaya Ibadah Haji Dipastikan Turun 8,2%

BIAYA Penyelenggaraan Ibadah Haji (BPIH) pada 2014 turun hingga 8,2% jika dibadingkan dengan tahun sebelumnya. Keputusan presiden (keppres) terkait dengan penurunan PBIH itu telah ditandatangani Presiden Susilo Bambang Yudhoyono.

''Keppresnya sudah keluar. Turun (BPIH) sekitar 8,2% daripada tahun lalu. Jumlah pastinya nanti saya sampaikan,'' katanya di Istana Cipanas, Bogor, Jawa Barat, kemarin. Sebelumnya, BPIH pada 2013 sebesar US$3.527 dengan asumsi satu dolar AS setara dengan Rp9.600.

Agung menyatakan penurunan biaya haji ini sebagai langkah efisiensi yang dilakukan Kementerian Agama (Kemenag). Dengan keluarnya keppres tersebut, Kemenag segera menindaklanjuti peraturan turunan tentang batas pelunasan biaya haji bagi mereka yang masuk kuota tahun ini.

Lebih jauh Agung menjelaskan bahwa penurunan BPIH terjadi karena beberapa hal. Misalnya, komponen biaya penerbangan, pemondokan, dan catering bisa lebih diefisienkan.

Menurut Agung, selain penetapan BPIH yang lebih murah, keppres juga mengatur kuota calon haji, batas pelunasan dan bank yang mengurus biaya haji yang baru. Namun, Agung tidak bisa menjelaskan lebih rinci lantaran tengah sibuk rapat di kompleks Istana Cipanas.

''Nanti (rinciannya) akan dibahas dalam rapat dengan eselon I dan II Kemenag.'' Agung berharap penyelenggaraan haji tahun ini tetap berjalan dengan baik walaupun kementerian yang dipimpinnya sementara ini tengah mengalami persoalan, yakni terkait dengan ditetapkannya mantan Menteri Agama Suryadharma Ali sebagai tersangka dugaan korupsi.

Untuk itu, Agung memerintahkan semua pejabat dan pegawai di lingkungan Kemenag harus bangkit untuk menghindari terjadinya demoralisasi. ''Mereka harus bekerja keras. Peristiwa yang menimpa kementerian ini jangan sampai menurunkan kualitas penyelenggaraan haji. Bahkan harus lebih baik,'' tegasnya.

Terkait dengan pengunduran diri Anggito Abimanyu dari jabatan Direktur Jenderal Penyelenggaraan Haji dan Umrah Kemenag, Agung menyambut baik. Dengan demikian, Anggito bisa fokus untuk menghadapi dugaan kasus korupsi dana haji.
