Media Release by The Alliance of Independent Journalist in West Papua
Jayapura, 24/07--- "(1) The Government of Papua has the authority to set the conditions in the field of Press and Broadcasting Based on Islamic values. "; (2) In order to implement the provisions referred to paragraph (1), the Government of Papua in coordination with Papua Broadcasting Commission to set ethical guidelines and standard of broadcasting programs, (3) Further Conditions about the conditions that referred to paragraph (1) should be set into special local regulation (Perdasus) of Papua; (4) More Authority in the field of press and broadcasting for the government of Papua, except as set in paragraph (1) and paragraph (2) is performed by referring to the national regulations;"
That is some articles in the academic paper of (Draft) The Act of Papua Government (RUUPP) which proposed by the Papua Government through expert team and special staf of Indonesia's President as an attempt to change (revision) of Law No.21 on Special Autonomy for Papua. Article which will be manage the press and broadcasting are listed on page 89.
Scrutinize this article, the Alliance of Independent Journalists (AJI) City Jayapura concluded that the article in the draft RUUPP was plagiarism from the Law of Aceh Goverment. Thus, this article is against the local realities of the majority of the Papuan population are Christian. And more than that, it is very clearly as an attempt to control the freedom/independence of the press in Papua.
Should have understood that the Press is an independent entity that serves to control the climate of a country's democracy. In this case, the press is often mentioned as the fourth pillar of democracy besides the legislative, executive and judiciary.
Indonesia, as a democracy country has a regulation to manage the roles and functions of the press and other matters relating to the press through the Principal Act No. 40/1999. This Act recognizes the national press as a vehicle of mass communication, dissemination of information, and opinion builders must be able to implement the principles, functions, rights, obligations, and role as well as possible based on the professional freedom of the press, so it should be ensured have legal protection, as well as free from interference and coercion from anywhere;
Act No. 40/1999 also has memastikanpembentukan PRESS COUNCIL as an effort to develop an independent press freedom and improve the lives of the national press.
Based on the background that we have mentioned above, the Alliance of Independent Journalists of West Papua states:
1. Rejected all forms of intervention that aims to curb freedom of the press in any form, including the intervention of the government (Central dan Local). Roles, functions and everything related to the press have been mandated by Act No. 40/1999.
2. Rejected the use of religion as a justification for the government to set the conditions on press and Broadcasting activities.
3. Development processes as well as legal drafting processes that regulates basic needs of the people must be done in a bottom-up process, participatory and transparent.
