Indonesia is world's most 'attacked' nation

JAKARTA: The growing number of Indonesians with web accesse is showing up the republic's poor state of national internet security, said its Communications and Information Technology Minister Tiraful Sembiring.
A year-end report from the ministry recently revealed that the republic was the world's most targeted country for cyber attack in 2013.
Sembiring said that in 2013 Indonesia saw more than 1.2 million cyber attacks, or approximately 42,000 attacks a day. The US ranked second with 332,000 attacks.
For Sembiring this number highlights the "poor state" of national Internet security.
"Hackers usually aim to break into government and university websites and our politicians' social media accounts.
"And 70 percent of these attacks, which ranged from phishing to malware, were [from] locals," he said.
According to Sembiring, this is one of the negative impacts of having a growing number of Indonesians with Internet access.
In 2012 the Indonesian Association of Internet Service Providers (APJII) announced that 63 million Indonesians, or 24% of the population used the Internet regularly. Last year the number has increased to 74 million.
The ministry on its part has been launching campaigns and hacking competitions to thwart these cyber assaults.
According to Sembiring these campaigns and competitions were the best solutions to the problem of cyber attacks.
"I believe the biggest motivation that triggers these cyber attacks is curiosity.
"We have caught high school students who tried to hack into government websites, so we need to spread awareness" about theElectronic Information and Transactions (ITE) Law.
Cyber army taking shape
In May last year, the Indonesian Defense Ministry also voiced its concern about the up surge in cyber attacks.
In fact the ministry reportedly said that it planning to create a special 'cyber army' to tackle attacks by Internet hackers.
According to the report, the plan to set up a 'cyber army' was hatched after more than 36 million attacks against government Internet portals and websites were recorded since 2010.
But the ministry's director general of security potentials, Pos M. Hutabarat, said the plan needed to be legalized. He said a law had to be enacted to create the 'cyber army'.
To this end the ministry is working with Sembiring's ministry and would ensure that all the necessary telecommunication infrastructure management system is in place.
The defense ministry has also sought the cooperation of other government agencies, including the national intelligence service, the national narcotics body and the military and government's anti-terrorism departments.
